MINUTES OF ASTON INGHAM PARISH COUNCIL MEETING HELD ON MONDAY 12TH OCTOBER 2009 AT 7.30 P.M. IN THE VILLAGE HALL

REPORT FROM CSO

Mr Leighton brought examples of the notices which are available from the Police that parishioners can use to deter ‘Trick or Treat’ callers.
He also circulated fridge magnets containing important police contact numbers.
The main crime problems were still thefts from outbuildings and of trailers. Parishioners were urged to take responsibility for their own security and take preventative measures. There were also instances of distraction burglaries. People were asked to encourage elderly neighbours and other vulnerable residents to be wary.

MINUTES OF SEPTEMBER MEETING were read, approved and signed.

MATTERS ARISING

1. Roads and verges. Mr Harding had telephoned Highways to complain about the grass verge not being mowed. This was done within the week and built up debris was scraped away.
2. The 30 m.p.h. signs had been enhanced and the red markings were on the road, also chevrons at Barrel Lane. Clerk to write to ask for 30m.p.h. sign at Oaks Lane to be reinstated and to ask about enhancement – also speed limit of 40 m.p.h. which has been promised at village boundary.
3. Letter to be sent to Ray Wallace, Harry Bramer and Chief Executive regarding outstanding matters – Unsuitable for HGV signs, horse warning signs and speed count at Crews Hill. Email from Rev. N. Patterson about dangers of B4222 was read, and to be forwarded with these letters..
4. Letter had been sent about flooding at Knightshill with position marked on map.
5. Potholes had been filled by Mortons’ Farm.
6. Smartwater Signage – these can now be ordered from West Mercia Constabulary at £12.50 each. No planning consent is needed if purchased through Neighbourhood Watch. Mr Whatley proposed, Mrs Tree seconded. All in favour. Mr Whatley to purchase.
7. Joint meeting 28th September
8. Letter to be written regarding visibility at junction 3 of M50.
9. Footpaths Map has been upgraded for easier access.

PLANNING

1. Bella Lea. Letter to be written to Enforcement Officer to query whether there has been a change of use for the open field from agricultural to use incidental to the enjoyment of the private dwelling house.
2. Rose Cottage. DCSE0009/1737/F. Letters had been received from Charlotte Atkins and Keith Sang regarding recent planning application. There were concerns about the possible impact of heavy vehicles on Dowlers Lane. Clerk to copy response from Parish Council
3. Five Wells Cottage, Kilcot. DMSE/092201/FH Single storey extension and erection of conservatory.
The Parish Council had no objections.
4. Reslaw Cottage DMSE/092187/F Replacement roof.
The Parish Council had no objections.
5. Bramley Cottage DMSE/09227/FH Single storey extension to form study. The Parish Council had no objections.
